Born in Osaka, Japan, Hatta Kiyoharu lost his sight at the age of 1 year and 4 months. At the age of 12, he received instruction in the Nogawa school of shamisen and Tsuguyama school koto, and was given the stage name of Tomiyama Seikin. In 1930, he moved to Tokyo to study kokyū and other instruments under Tomizaki Shunshō, and became an uchideshi (apprentice). Inheriting all of his teacher Shunshō's legacy, he excelled in composition as well as in classical music. In 1969, he was certified as an Important Intangible Cultural Property holder of jiuta (Living National Treasure), and in 1988 he became a member of the Art Academy. He is widely appreciated through his repertoire which included rare, older pieces.
